化妆品定义：《化妆品卫生监督条例》规定，化妆品是指以涂擦、喷洒或者其他类似的方法，散布于人体表面任何部位（皮肤、毛发、指甲、口唇等）， 以达到清洁、消除不良气味、护肤、美容和修饰目的的日用化学工业产品。

第一阶段：与客户签定合同 Step 1 Sign contract with customer |
签署代理合同 Sign contract |
1.客户支付20%合同总额。 1.Customer should pay 20% of the total value of contract.
2.客户提供完整配方、完整市售包装样品1件、外包装中文翻译、中国公司营业执照复印件、生产工艺简述、ISO9001或GMP证书扫描件等资料。 2. Customer should provide formula ,one box of finished product, Chinese translation of package , copy of business license of Chinese company , brief description of manufacturering process， copy of ISO9001 or GMP certificate etc.
3.我方确定申报的产品类型，提供产品信息确认表，由客户方确认。 3.Our company will confirm application types of cosmetics and provide conformation sheet to customer. Customer is responsible for confirming related information。 |

第二阶段：授权书备案 Step 2 Registration of authorization letter |
编制授权书 Prepare authorization letter |
提供给客户，指导客户做授权资料中外双方的公证等事宜。 Provide authorization letter to customer and help Chinese and foreign parties finish related notarization etc. |

申请药监局备案 Registration of authorization letter |
我方收到客户方公证后的授权书递交药监局。 Our company will submit notarized authorization letter to CFDA after we received the mentioned documents. |

第三阶段：检验 Step 3 Test |
提供检测需要的资料及样品 Provide documents and products for test |
1.授权备案通过送检前，客户方支付70%合同总额。 1. After registration of authorization letter got approved by CFDA, the next process is about to test finished products, customer should pay 70% of the total value of contract.
2.客户提供产品送检样品、空白盖章纸，我方负责送检。 2. Customers should provide samples for test, blank stamped papers, we are responsible for sending samples and required docum ents to inspection institution. |

客户提供相关备案资料 Provide related documents of application
检测完毕，编制材料 Finish test samples and prepare application documents |
客户方需要在检验完成前，提供相关备案资料，如：生产自由销售证明、ISO9001或GMP证明、（+/-）委托加工协议、（+/-）某些原料的质量规格等。 Customer should provide required documents , e.g. free sale certificate， ISO9001 or GMP certificate，（+/-）agreement on the commissioned processing, （+/-） specifications of some raw materials etc.
我方完成终审资料 Our company will finish all application documents of products.

第四阶段：申报文件备案 Step 4 Registration of application documents

客户方支付10%合同总额。 Customer should pay 10% of the total value of contract. |
注：如产品因申报需要，必须修改包装，我司会提供修改方案。
If need to modify the package according to requirements of application, our company will provide modification plan of package to customer.
如因客户方未能及时提供资料，申请时间将顺延。
If Customer fails to provide documents of application on time, the application time will be postponed.
申报时间普通类：从检验受理之日计算3-4个月。
